Existing AI governance frameworks terminate at the decision boundary: they classify, restrict, or audit, but do not close the loop between perception, decision, human communication, and institutional knowledge creation. This paper formalizes a six-phase cognitive governance cycle—Perception, Cognition, Governance, Explanation, Interface, Science—as implemented and validated in the WINDI system. Each phase is backed by a deployed software component and verified in production on 01 February 2026. Jede Phase wird von einer Produktionskomponente unterstützt, die auf der WINDI-Strato-Infrastruktur läuft. Der Zyklus wurde mit echten institutionellen Identitäten (Deutsche Bahn AG, Europäische Zentralbank, Banco do Brasil) auf drei Governance-Ebenen (LOW, MEDIUM, HIGH) mit dreisprachiger Beratung in Deutsch, Englisch und Portugiesisch demonstriert.
The six-phase cognitive governance cycle was conceived, implemented, and validated in a single deployment session on 01 February 2026. Each phase is backed by a production component running on the WINDI Strato infrastructure. The cycle has been demonstrated with real institutional identities (Deutsche Bahn AG, European Central Bank, Banco do Brasil) across three governance levels (LOW, MEDIUM, HIGH) with trilingual advisory in German, English, and Portuguese.

To our knowledge, no existing AI governance framework implements the complete path from real-time document perception to published institutional knowledge in a single, continuous, auditable cycle. This is the contribution of the WINDI system and the subject of this report.
